When I click “Manage” the button now opens a page full of templates. It used to let me see and download my responses. Something changed.

I was able to repro this issue((
Looks like our template page breaks some integration with Weebly
I will inform our ENG team regarding the issue an hopefully they will fix it ASAP
In the meantime, here is a simple workaround for you.
While you are logged in Weebly editor you can open a new tab and type www.powr.io > You will be signed in auto,atomically and here in the POWR dashboard you can check your popup responses

The new tab asked me to login… but if I edited the existing tab that opens: Free Popup Templates - POWR.io
and deleted the tail end “/templates?app_type=popup”
and hit refresh, then it worked and showed my popups.
